So the table entries in HRP1218 should give you a clue. EXT_OTYPE = 'AC' and EXT_OBJID is your Rule ID. 

Look for the 'root' entries marked with the '.:' notation rather than '01'. 

We didn't see issues with Rules when we upgraded, but occasionally people do forget to manually transport their Responsibility changes.
