W2 Reprint workflow

We are using the standard SAP workflow WS01000090.  After applying support packs in development, the step where an email is sent to the user is not happening.  It is not showing up as an errored out workflow in SWI2_DIAG, but it is not working the same as it was before the support pack.  Does anyone have any clues as to what the problem might be?  Any help would be greatly appreciated.
