Is this buffering issue?

Hi Hari, 

Did you check if the work items were in READY or IN PROGRESS status... if they're already in progress they won't be reassigned - user needs to give them up. 
Only ones in Ready status get reassigned automatically.

Hi Hari.

"Reports getting work items"? Look in SWI5 and check if they really
are getting the workitems.
If you don't see it happening in SWI1, then it's unlikely to be the case.
