Workflow and Object link

Hi,

In tcode IQS23, I can see workflows which are linked to a notification.
Similarly, in PA20, I can see few workflows which are related to an 
employee.

But I see that some workflows related to an employee are not appearing in 
PA20. I would like to know how is this link established.
