/SAPSRM/BD_WF_PROCESS_CONFIG not triggering correctly

Hi experts,

The behaviour of the badi /SAPSRM/BD_WF_PROCESS_CONFIG is very annoying. I thought every thing is working fine but surprised when I debugged the code. The custom implemenattion of the method /SAPSRM/IF_EX_WF_PROC_CONFIG~CREATE_PROCESS_LEVEL_CONFIG is triggering before a line item is added to the shopping cart not after a line item is added. The problem is /SAPSRM/IF_EX_WF_PROC_CONFIG~CREATE_PROCESS_LEVEL_CONFIG is getting triggered and dynamic process levels are created only at header level not at the item level.  We need to create dynamic process levels at item level. Can somebody help me on this?

Our SRM system is 7.10 and SP is 5.
