Workflow Stucks at Background Step with status Completed

Hello,

You said:
"Status is completed for this step 2"

You cannot restart this step, nor is there any reason why you should.
It has completed.
If it didn't send the email then you could always send it yourself.

What is the status of the following step? Workflow has to be at one
step or the other.
