user assignments in Workflow

Hi,
Transports created  with user assignments does not work. We did a
redirected restore of our pre-prod  system from our production  system and
for some reason our transport created in our development  system with all
our test user assignments when moved to our preprod  system does not bring
over all our assignments. It used to before.( we did in Feb of this year for
our  test system)  Any  ideas or reasons why it does not work . We are on
ECC 6 version of SAP.
