Setting to save changes to org. model PPOME??

Hi all,
 
a very basic question perhaps but I can't find it....
 
When we want to change something in de organizational model (using
transaction PPOME) on a productive system, we get a message that no
change is allowed. But when we change something and save it, the change
is still saved. Works strange but fine.
 
Now, we have implemented some suppport packages (SP stack 18) and we now
can no longer save the changes.
 
Does anyone know where this setting can be changes so we can edit the
organizational model in a productive system wihtout transports?
