To maintain org unit for workflow

Hi Experts,

We dont have HR module implemented in our project , i have heard that we can
still maintain org unit for our workflows  ( Txn PPOCW) . so do i have to
assign sap user id ( not pernr as i dont have it) to a person in the org
unit??  also ,can the reporting structure  like  superior of the  person  be
maintained  so that we can use swx_get _manager to get the manager .
