Unable to bind value from workflow container to rule container

Hi Experts,

I am facing an issue with the rule container.In SWI1 I can see the value in
Workflow container but when the same value is binded to rule its not getting
binded.I also debugged the code assigend to the rule conatiner,initailly I
have binded the element using the macro  swc_get_element ac_container
'AGENT_ID' agent_id. Later I did try with function module  SWC_ELEMENT_GET
same result.In debug mode I check the element is read but the value is not
read.please refer the screen and help me in resolving this issue.
