Unrelevant work items received in the Workflow in SAP SP9

Hi,

How to avoid the unrelevant work items received by the users A, B, C , who
are all from different places. I am usIng ECC6.0

  I am having the issu like;
  This issue concerns A (located in England), but also B (located in
  France)
  (mail sent today) and C  all these people receive unrelevant work items
