New vendors approval

Need you to investigate why was the following vendors in the workflow was
approve by Junichi Ohta who is an Engineering from Japan. This is not the
first time encounter the mentioned name approving in the workflow. This
vendor should  be approved by Esther Lee. Kindly revert URGENTLY. Otherwise
the new vendor could not be created.

2.Ian Richard New vendor
3.Tax Effect New vendor.
