Disabling Express Message Popups

Hi everyone.  Is there a way to keep popup messages for decision tasks that are defined as Highest priority (Express) but on a selective basis, such as a user parameter or the like?   I am aware that we could change the Step Priority in the workflow but the notification is needed for Business Processing reasons.  The issue created is that these unexpected messages create issues with our automated testing tool.

Any ideas?
