All MSS users in the system is having the same issue. The same user is able
to access/approve other PCRs. Also we tried giving SAP-ALL to one user, but
no luck. Even when I am trying to forward/redirect the work item from UWL to
another user, I am getting the same message when I click on Forward button
in UWL. But the same forward button is working in other PCR.
