workflow classes: IF_WORKFLOW interface

The where used for classes has always been bad.  I suggest running SE16N on
view VSEOIMPLEM.  Enter "IF_WORKFLOW" in the REFCLSNAME field.

I get 75... though 2 are mine and a few are DFPS specific.
