Shalini,

You could have a mail group/distribution list set up in your Mail 
Application (Outlook/Lotus - there may already be one created that is 
used for any company wide emails sent out) and use that address as the 
recipient of the mail in your workflow or an ABAP report. Only one mail 
would go out from SAP and distributed by the Mail Server.
