WF Logs, Date / Time displays off

The database display of the table entries shows the time stamp 
 
When I have my user set to EST but the system time is UTC the log
showsup with the converted time. (I had to logoff/on when I changed the
timezone on my userid).  Can you change your timezone via
System->UserProfile->Owndata?  It's not anything Basis would change
unless you can't update your own userid.

Both CST. 
 
BUT, that led me to table TTZCU. 
In dev, I am CST and CST. My bad client, it is CST and CET. CET is
Central Europe. Something is funky in our setup! 
 
Before I run to BASIS, would this effect the WF logs?
