SWWUSERWI filled with Wait Events steps duplicated for EVERY USER!

We're on ECC 6.0 700 SAPKB70014 and don't see this.
I created a test workflow with a wait-for-event step first up,
triggered an instance and checked the before and after totals of
SWWUSERWI. It increased by 0.

Have I understood the situation correctly?
