Workflow Agent Issue

Hello,
I have a issue with 2 step workflow in EBP 5.0 determining the possible agents.   I have 2 step workflow, the 2nd step determines the agent assignment from a org unit.   I have the agents assigned to the task, but when the workflow runs it says no agent found.   Any idea why the workflow would ignore the agents assigned to the task?
