Trigger WFL Bi-weekly without a batch schedule

Hello Friends,
I am wondering if any of you have had a requirement to trigger a WFL on say
every alternate Monday with out an actual event taking place.
I could schedule a batch job to execute bi-weekly and raise the relevant
event to trigger my workflow, however I am wondering if this can be done
without a batch job?

Any thoughts are welcome...
