Event Linkage is Getting Disabled

Hi all,
First of all I wanted to thank all participants of this site which has been a big help to me, I learn just from reading the posts and expert answers.

I am writing because of a problem we are having in our E-Recruiting system, Version SAP Net Weaver 2004s.  For one custom workflow, I have turned on the Event Linkage Queue.  I have set the Receiver Error Feedback to 'Do not change linkage' and the Behavior Upon Error Feedback also to 'Do not change linkage'.  Despite this precaution, the event gets disabled whenever our production system is stopped.  Can someone clarify why the event linkage is getting disabled and what I can do to avoid this?
