how does the Timesheet workflows trigger

Dear Friends,
how does the timesheet(cat) workflows trigger? i mean it triggers by the
event or task? i can't find any workflow template for timesheet but when i
submit the timesheet there is a work item generated in the manager inbox.
please can someone guide on this clearly.
