Issue with Time Zone settings in Extended Notifications(SWNCONFIG)

Hi Friends,
Currently I am using CST as the time zone for Schedule selection and
Delivery schedule. I have maintained the time schedules as per the screen
shot, but it is not working at the right time.In config i have maintained
time 04:00:00 CST but the notifications are sent at 10.45 PM.  Please check
and let me know what could be the issue.
