In my opinion it would be a sensible approach, but I am biased as I have done 
something similar for a slightly different purpose (checking who is allowed 
to approve a particular document).

When finding substitutes you may find you will need to make an assumption 
about the task of the work item in order to retrieve the profiles that must 
be checked.
