Yes that's the issue.  BHPB have so many systems/instances in their
landscape - try to find a NW7.0 instance and copy the function module
EXACTLY from there.  You must NOT put the function module in the
customer namespace - i.e. you cannot name it Z_..... - it must be
SAP_WAPI_ATTACHMENT_ADD 
 
Depending on how old your current release is you may also may have to
make some code adjustments.  If you are using 6.40 you should be ok to
copy exactly - lower releases may require some adjustment.

Hello,
 
I am trying to add comments to a task using the userdecisionhandler in
portal.
But now I'm unable to find the notes anywhere in the workflow container
as attachment.
 
These notes should be saved as a RAW type attachment to the work item.
 
However I have found that we don't have SAP_WAPI_ATTACHMENT_ADD wapi in
our backend. Is this could be the issue?
