agent errors go to SWI2_ADM1 instead of SWI2_DIAG

Hi Paul,

In the scenario you describe, removing the 'teminateblablah...' flag
should result in the workitem going to all agents (general task) if there
is no rule result.

General tasks that really do go to all agents are a little bit special. I
think. In some versions anyway. Because they are general, the agents
aren't listed in the log - in 700 it says 'All agents can process...', not
sure about other versions.

BTW, I also had an argument with OSS a long time ago that SWI2_ADM1 does
NOT do what it says on the tin - I reported that it won't pick up orphaned
items due to deleted users. Instead of fixing it they have now given us
SWI2_ADM2 to look for this. <shrug> heaven knows why.
