CATs Approvment process for cost element owner

Hi All,

I have a request from client for doing approve of the hours not by employee but by cost element.
For ex: if the person adding time for 3 cost elements and owners for this 3 elements are different then it should go to 3 different persons and not to one person who is the chief (is the standard SAP) of this user in Org. Structure.
Anyone did anything like this before? If so can you please describe how you did this?
