Disable icons in workplace

We are on ECC 5.0.  I would like to disable some icons in the workplace because they are being used incorrectly.  How can I go about disabling them?
 
For example, if a document is refused and sent back to the creator, our process is the following:
 
1.  Double-click on document in the workflow inbox
2.  Make the necessary changes (brought into change mode automatically)
3.  Complete the document
4.  Another pop up box appears to choose "complete processing of work item"
5.  Document is removed from user's inbox and moved into the approver's inbox.
 
In most cases, our users are going into FBV2 to complete the document.  Then, they go into their workflow inbox and click the Resubmit icon.  This does nothing except put the document in a waiting status.
 
I would really like to disable the resubmit icon for all users.  Is this possible?
