Workflow log issue?

  Working with an issue, seems to be a system related issue. But, since it is a GOV project security is very tieght, don¡¦t even have access to SM21. Describe the problem here and hope someone have seen this before, any help will be greatly appreciated .
   
  The workflow is a modified version of standard 
                   20001003 - Complete the Parked Log. IV Document
   
  System is SAP Basis 700 Support Package SAPKB70010.
   
  With above said, now my problem, the modified version is simply added decision step with deadline of 2 business days. Occasionally when deadline reached, the next work item, another decision step is started and ¡¥Logically Delete¡¦ immediately and SWI1 shows it is started by WF-BATCH, but there is no log of who ¡¥Logically Deleted¡¦ the step.
