Set up RSWUWFML2 with Variants for sending workitems to outlook

Hello Experts,
Can you please shed some lights and expertise on this issue ?

We are implementing around 10 workflows for our phase I. 

We are on SAP BASIS/ABAP release 700 and Support Pack Level 15.

MY REQUIREMENT IS :

Sending email notifications to user's / apporover's outlook inbox whenever they have new workitems in their SAP inbox.

So I did setup the standard program RSWUWFML2 with multiple variants and scheduled to run in the background in Quality environment.

Please see the attached screenshot for my variant setup.

Our problems are :

1.The background job does not send any workitem notification
2.If I run the job manually , then it is sending workitems. If I run the job in next 2 minutes also it is sending the same workitems which is not supposed to.

So your help needed on :
How to make the background job to work fine and select and send workitems only once to approvers. I just went through the code (RSWUWFML2) , it sounds like it would send work item only once ,Is it right?

I also read in the  forum that we need to use SWNCONFIG, If so what are the parameters need to be set up?

Thanks and appreciate your help in advance.Please reply back ASAP as we are in UAT stage and ready to go-live in 3 weeks.
