Event Termination issues after upgrade from 4.6c -> ECC6

I have tasks that have terminating events and do not terminate tasks
that were created before upgrade. 
No st22, event create gives sy-subrc = 0. 
 
All tasks created "after" upgrade work correctly. 
 
Anyone have this issue before I create a customer message?
