Error "No cornforms text" when releasing transport

G'Day folks,

I have a strange one here (version 700):
I released the task on a transport, but when I release the top level
transport itself I get a dialog box:

NO CONFORMS TEXT
WF:   is different of ING and country code
4th character of WF: Workflow must be - . 7th character must be - .  Make
space
Wo of WF: Workflow is not SAP module
8th character of WF: Workflow must be C,E,M,T or L.

Anyone have any idea whatsoever what this could mean? It's not even a
proper error message as it doesn't have a number. If I do OK the dialog
box I get a message "Change attrib WF: , Wo , k of WF: Workflow".

This is a brand new implementation, first ever WF transport.
