Forwarding WorkItems to other Approvers

Use the transaction SWIA and look for the Admin Forward button.

Question, we are in the process of finalizing Workflow tasks (not TS,
but work) to different sets of users.
One of the task is having our local admin users to do the maintenance of
forwarding WorkItems where the current Approver is out on vacation.
I tried in several occasions in going this through SWI1_RULE>WorkItem
Dislay>Forward. This works only when I am the current approver.
This local admin user should be able to forward any WorkItem when such
need arise.

Any clue on how to do this? Any insight are very much appreciated ;)
