Workflow Settings - Prefix

Hi,
i have created all my WF's with Prefixing in DEV,
transported them to QAS without erros,
but when i go to SWU3 in QAS i find Maintain Prefix is RED (X)

In QAS > OOW4 i find the entry similar to that in DEV with
Prefix-900
SAP System-DEV

How could i solve this problem, how to maintain Prefix in my QAS.
Please help.
