It is a General Task, but the Rule for the Agent Assignment in the next
step (in the main workflow) does not contain any of the Payroll users.
If the Payroll user clicks any other option, other than Skip Management
Approval, the workflow works correctly.  For example, one of the other
options is Send to another Manager, where they enter a userid to forward
it to -- the next step of the workflow is only in that user's in-box.
