Webservice Dialog - another issue

Hi Sue, 
it's hard to tell without looking at your flow, but it looks like both
Paryroll and Processing department users are being computed as the valid
resp agents for the workitem. The check box "Continue with dialog' is
probably checked for the task as well and since the current user
(Payroll) is one of the agents for the next workitem, the WF manager
starts it immediately. 
Further, since the workitem execution is already started for that user,
the WI status changes to "Reserved" and the WI is removed from the
inboxes of other agents, including Processing department... But if the
Payroll user replaces the workitem, the workflow manager places it in
all agent's inboxes again (Payroll and Processing), until one of them
grabs it.

We are on 4.7, Basis 6.40.
 
We have in-house developed workflows that execute Webservice Dialogs --
they open web pages for the users to enter data and then the user hits
the submit button, which completes the task and the workflow sends the
request to the appropriate managers for approval, etc.  
 
There is a Manager Approval Subworkflow that is executed to get
Management Approval of the form.  If the Supervisor is not found, the
workflow is sent to the Payroll department, who is in charge of Org
Chart maintenance.  One of the steps in this subworkflow is "Skip
Manager Approval", which completes the subworkflow and continues on in
the main workflow.  The next step sends the workflow to the processing
department with agent determination via a rule.
 
My  problem :   When clicking the Skip Manager Approval button in
Payroll, the workflow immediately brings up the web page that the
processing department should see in the next step of the main workflow.
If the Payroll user gets out of the work item and replaces it, then it
shows in the processing department's in-boxes plus the user's in-box
that clicked the Skip Manager Approval.  If the Payroll user doesn't
replace the work item, it stays in the Payroll user's in-box.
 
Why is this happening?  Any help would be appreciated.
