How to stop Wait step in QAS.

This is an WAIT FOR EVENT step this won't have anything like "Advance with 
dialog" conditions to turn off / on?

You can try this :
In the step properties, uncheck 'Advance with dialog' .
Then even after receiving teminating event 'BILLABLE' , step will wait.
