Removal of pre-0 in bindings

Hi Robert,

Is this actually causing an error? I have seen this in the latest
versions but in my cases I was selecting a constant from the drop down
list (which is taken from the domain I imagine) and the removal of the
leading zero was just cosmetic and didn't alter the functionality.

Btw - I think when you say 2005 and 4.72 you're talking about the IS-U
version and not the NewWeaver version...
