Responding to a cancelled workflow

Version: 4.7 on Bais 6.2.
 
I would like to start a new workflow when another workflow is cancelled
(logically deleted). I thought this could be done fairly easily but I
can't find anything.
 
The example is the following.
 
In the Leave Request Overview (WS12400005) service, an employee can
change their mind and cancel a request before or after it's approved.
After the request has been approved, a cancellation triggers WS12400005
(or a copy of it). However, cancellation before approval simply deletes
the entry and cancels the original workflow (WS0420009). It's this
workflows (WS0420009) that I want to know if it was cancelled.
