evaluation path PPLELST

Hello!
I am trying to build a role with evaluation path PPLELST, where i can get
all the employees
and job in an org unit.
When i test my role i get no agent found.
I defined my role container as :
 Name             Data Type Reference
 otype                  objec-otype
 objid                  objec-releo
 org_agent        wfsyst-agent
 What is wrong?
 Is there a better way to get all employees in org unit.
