Requisition release WF triggered for "held" requisition

Hello all,

In our ECC 6.0 system requisitions created as "held" raise the event
BUS2009-RELEASESTEPCREATED.  This triggers our approval workflow even
though the requisition may not be released (ME54N).  
When the hold is resolved later and requisition saved, the same event is
not raised.  Any ideas how to resolve this?   Did we miss some
configuration?
