Restrict forward workitem to direct employees

Hi all,
 
I have this bizarre client requirements: allow forwarding of workitems only to employees of responsible agent. Meaning that is a manager is assigned as responsible agent to specific workitem, he would be allowed to forward this workitem only to employees (positions + persons) of his organisational unit.
 
Has anyone done something like this ? any restriction on forwarding ? userexit \ BADI \ Enhancement spot ?
 
I'm on ECC6.
