Hi Stanley, 

I don't think it is a good idea using a wait step that long. 

Simply make your method an empty one and go to your workflow definition instead and use the "requested start" tab of the step. (Of course, you could do it as well directly on the follow on step and drop your wait step). 
This way the workflow won't block resources, it will just be suspended and a standard background job for deadline monitoring will take care of resuming it. 
Due to the monitoring job that approach is not that accurate, so you might result in a wait time a couple of minutes longer than 48h. But that probably won't do much harm...

I have got a wait step which wait for 48 hrs when the payroll area is locked, some of the workflows do not continue after 48hrs, they remain on wait. 
  
Is there an explanation for this kind of error?  Please check below.
