UWL Alternative without EP?

G'Day folks,

620/4.7, I've got an oddball situation where I need to deliver WI's to
users via a web interface BUT the client is not running Enterprise Portal.

As far as I've been able to tell, the UWL is tightly integrated into EP
and cannot be run standalone (e.g. as a BSP).... or can it?

I'm basically trying to avoid writing my own inbox. SBWP and anything
using webgui/wingui/any kind of frontend is a no go.

Any input appreciated.
