ECM.Opened event

Hi everyone,

We have a customized ECN workflow on R/3 version 4.7.  The workflow is
started by ECM.Opened event when creating a ECR via transaction CC01.
Somehow the event is triggered for some ECM creation, but not always.
Does the ECM.opened event only trigger  ECR creation?
