Hi Maarten,
the workflow template is called directly by the leave request entry
program. Have you defined your workflow template to be used?

The correct path is Time management->Web Applications->Leave
Request(New)->Link absence types and workflow templates. Here for the
appropriate absence types, set 'Processing Process' as N or W, enter
the required parameters and enter your workflow template ID in the
fields in the bottom.

Make sure also to set the workflow and possibly its tasks as general tasks, too.
