SRM 5.0 - Rejected Carts Total Value set to 0

SRM 5.0, SRM_Server 550....

Using standard SAP-Delivered Workflows for SC Approval, WS10000129, Task TS10008126, web transaction 
BBPSC07, I noticed (to my shock and dismay) that a rejected cart gets it's Total Value set to 0.

Since I am 'new' to SRM, and we are in a ramp-up, sandbox environment, I am not sure if this is
'functioning as designed' or a bug... There are no OSS notes either way that I could find.
Is this really standard functionality ?  Am I off my gourd (okay, those of you who know me need not 
reply publicly).
