SRM 5.0 - Substitutes for Cart Creators

OOOOO-Kay. Well, I do have my admirers out there. Nice to know!
We are using customer workflow templates based on SAP-Delivered n_Step workflows for SC Release.
Substitution is done at the User level (good ol' HRUS_D2).
I doubt it's authorizations, as the substitute (in this case) has more auths than the Shopper.
Substitution is being done through the SRM Web Front-end.
I've tried setting ApprovalState to various values (1, 10, 14, 15) and they still don't help the
substitute complete the workitem. I didn't even mention it in my previous mail, because this
variable appears to be a giant black hole.
After the substitute changes the cart and saves it, the workflow for the task does not show *any
action* by anyone - not in process, not completed, nada.
