You could change URL directly in the system via WF_EXTSRV or use SM30 and maintain table SWLWPSSIG (same thing).  You should be using system aliases so even if the system is moved to a different server, your system name will remain the same.  I don't know how this setting would be updated automatically.
 
You can also create your logical systems in test and prod to include dev system and then use transaction BDLSS to perform conversion.

Hello all,
 
for each service in this transaction you have to define a server/port where the called application is running on. Entering a server url is fine for testing, but how do i get it dynamically so it does work in the development system as well as in the test and productive system where the server url/Port is different?
