Workflows and Upgrade from 4.6c to ECC5

Hello Workflowers,
I have a custom workflow that triggers on the creation/change of a
permanent address of an employee. Business object ADDRESSEMP.
This workflow currently works fine in our 4.6C system.
However in our upgraded system the event no longer triggers.

I have checked the config. in SWEHR1, 2 & 3 and the system wide
delegation and all this appears to be in order.

Are there any other areas that I could check to see why the event is not
triggering?
